23. Read the source and answer the following questions.
Like Germany, Italy too had a long history of political fragmentation. Italians we're scattered over several dynastic states as well as the multi- national Habsburg Empire. During the middle of the 19th century,Italy was divided into seven states of which only, one Sardinia Piedmont was ruled by Italian princely house. The was under Austrian Habsburgs, the centre was ruled by the Pope and southern region were under the dominant of Bourbon kings of Spain.
Even the Italian language had not acquired one common form and still had many regional and local variations.
During the 1830s, Giuseppe Mazzini had sought to put together a coherent programme for a unitary Italian Republic. He had also formed a secret society called Young Italy for the dissemination of his goals. The failure of revolutionary uprisings both in 1831 and 1848 meant that the mental now fell on Sardinia Piedmont under its rural King Victor Emmanuel II to unify the Italian States through war. In the eyes of the ruling elites of this region, unified Italy offer them the possibility of economic development and political dominance.
Chief Minister Cavour  who led  the movement to unify the region of Italy was neither the revolutionary nor a democrat. Like many other wealthy and educated members of Italian elite, he spoke French much better than he did Italian. Though a tactful diplomatic alliance with France engineered by Cavour, Sardinia Piedmont succeeded in defeating the Austrian forces in 1859. Apart from regular troops, a large number of armed volunteers under the leadership Giuseppe Garibaldi joined the fray. In 1860, they marched into South Italy and kingdom of Two Different and succeeded in winning the support of the local pigeons in order to drive out the Spanish rulers. In 1861, Victor Emmanuel II was proclaimed king of United Italy.

The Constitution clearly provided a three fold distribution of legislative powers between the union government and the state government. Thus it contains three list:-

Union List includes subjects of a national importance such as defence of the country, foreign affairs , banking, communication and currency. They are included in this list because we need uniform policy on this matter throughout the country. The union government alone can make laws relating to the subject mentioned in the union list.

After primary and secondary, there is a third category of activities that falls under tertiary sector and is different from the above two. These are activities that help in the development of the primary and secondary sectors. These activities by themselves do not produce a good but they are an aid or a support for the production process. In recent times, certain new services based on information technology such as internet cafe, ATM booths, call centres, software companies etc have become important.
